Policy Statement

This policy mandates that academic and administrative leaders use these key performance indicators to find out how they are performing and what they can do to make the services/ operation better at the institutional level through the comparison of external and internal benchmarking. Adherence to this policy contributes to efficient and effective evidence-based decision practices.

Scope And Purpose

Purpose: To establish a framework for the consistent selection, measurement, and management of KPIs within PSU... Scope: Applies to all KPIs (program, college, institutional) at PSU.

Principles Of The Policy

Alignment with Strategy, Relevance and Specificity, Data Accuracy and Integrity, Ownership and Accountability, Regular Monitoring, Benchmarking, Privacy and Ethics, Transparency and Communication.

Definitions

KPIs refer to the indicators of performance approved by DQAD. Targeted performance: desired outcome. Actual performance: current outcome. Internal/External benchmarks: past data or peer institutions.

Responsibilities And Implementation Strategies

Executive Leadership: define KPIs and allocate resources. Department Heads: track and report KPIs. KPI Owners: analyze and correct. Employees: align activities and contribute. Implementation: ongoing KPI analysis and monitoring process.

Procedures For Handling Policy Violation

All violations performed by the administrative offices will be handled according to the personnel governing by laws.

Implementation Strategies Plan

The KPI process at PSU begins with setting clear and measurable targets aligned with the strategic plan. Each department develops plans to achieve specific KPIs, guided by PSU’s strategic and operational objectives. KPI data collection sources and responsibilities are identified during this phase.

Do

Departments execute their strategic actions and initiatives designed to meet KPI targets. Data related to KPIs are collected systematically through validated tools and processes, ensuring reliability and integrity of the data.

Check

Collected data are analyzed and compared with internal and external benchmarks. Variances are identified, and reports are generated to reflect the current level of achievement against the target benchmarks.

Act

Based on the analysis, corrective actions are taken to address performance gaps. Strategic plans and KPI targets are revised if necessary, to promote continuous improvement and ensure alignment with evolving priorities.
