POLICY STATEMENT
Central Library provides circulation services to students, faculty, administrative staff and external visitors, granting them the ability to borrow the items of their interest.
Borrowing rules of reference sources, print journals, textbooks, CDs/DVDs, coop-reports, thesis, and iPads are different.
BACKGROUND AND JUSTIFICATION
Libraries provide loans of books, journals and other information resources to fulfill information, teaching, and research needs of its users. To govern these activities, circulation policies are devised that describe the rules, guidelines and procedures of borrowing, return, overdues, fines, lost books, loan periods, fines, placing recalls and final clearance procedure.
SCOPE AND PURPOSE
Library staff, faculty, researchers, students and staff of PSU have main concern with this policy. The purpose of circulation policy is to provide a list of guidelines to maintain standardized and an efficient circulation service.

DEFINITIONS
Circulation Service: A service in libraries that covers lending and return of books and other materials
Check-in: process of returning of library materials
Check-out: process of borrowing of library materials
RFID: Radio Frequency Identification. The technology in libraries that uses wireless communication in between the book (tag) and device (RFID reader).
Self-Check Kiosk: a machine at libraries that allows users to borrow and return books by themselves
RESPONSIBILITIES AND IMPLEMENTATION STRATEGIES
Library directors at both campuses oversee the implementation of the policy, circulation staff enforces the circulation policy, and users (faculty, researchers, staff, and students) are responsible for complying with the circulation policy of the central library.
The circulation policy will be published on the library's website and in the library's handbook to ensure that the library staff and users are well aware of this policy. Borrowing categories (e.g., students, faculty, staff, and researchers) will be defined in the library system and specify the number of items, loan periods, and renewal options for each category.
PROCEDURES FOR HANDLING POLICY VIOLATION
Users are liable to return the borrowed items in due time. Borrowers will be held responsible for any damage or loss of books issued in their accounts.
Library staff regularly monitor and observe circulation activities to identify any potential policy violations. Users or staff members may report suspected violations to the library management.
