Undergraduate Transfer Applicants GUIDE

1. The applicant must be a Saudi or GCC national or a legal resident of Saudi Arabia.
2. The applicant must hold a general Saudi high school diploma. For a high school diploma earned outside the Kingdom of Saudi Arabia, it must be equalized by the Ministry of Education in Riyadh. Certification by the Saudi Cultural Mission or the Saudi Embassy is not sufficient. For more information about the equivalency of secondary certificates, please see the guide to requirements for equivalency of secondary certificates. Note that Prince Sultan University has no relationship with requests for equivalency of secondary certificates, and the applicant must communicate with the Ministry of Education in the Kingdom of Saudi Arabia in everything related to the equivalency request.
3. The college or university from which the student has transferred must be recommended by the Saudi Ministry of Education at the time of study.
4. The student's cumulative GPA at the university they transferred from must be at least 2.00 out of 4.00 or 3.00 out of 5.00.
   
5. The applicant must meet any of the minimum English language requirements for admission mentioned in the next section.
   
6. Submission of the General Aptitude Test (Qudrat) score, or an equivalent test, such as the SAT is strongly encouraged for the purpose of shortlisting. This score can be utilized, if provided, to make comparisons among applicants and aid in the selection process.
7. The applicant must enroll as a full-time student. Part-time enrolment is not permitted.
   
8. The applicant must satisfy other conditions stipulated by the board of PSU and announced at the time of application. 

Notes:

• The General Aptitude Test (Qudrat) or other similar tests (e.g., SAT) are not mandatory. However, it is strongly recommended that applicants submit their scores. These scores may be utilized for the purpose of shortlisting candidates and could be required for certain academic procedures, such as applying for scholarships.
• If a student is accepted into the preparatory year program, he or she must pass all of the program’s courses before moving on to the university stage according to the conditions of each major.
  
• The student is fully responsible for providing accurate information on both paper and electronic forms used by the university. This includes ensuring the accuracy of the documents uploaded or submitted through any application method. In the event of any inaccuracies, the university reserves the right to take appropriate action.
• Applicants must upload a digital copy of their Saudi high school completion certificate or its equivalent for final admission. Failure to provide the required digital documentation may result in the university taking appropriate action.
• Admission will be closed once all available seats are filled. To secure a spot, students are encouraged to register for courses as soon as possible. If the desired section is full, the student may choose an alternative available section or opt to postpone registration until the next semester.
• The acceptance of an applicant will only be considered final upon successful registration of all the required courses by the student. Failure to register for all the required courses may result in the university postponing the student's admission to the following semester, even if the student has already been assigned a university number.
• Receiving an "Admission Request Receipt" notification does not indicate acceptance. A student will receive an "Acceptance Notification" message if they are accepted.
• The issuance of a 9-digit university number signifies the student's initial acceptance. However, the student's acceptance is not considered final until they upload a digital copy of their Saudi high school completion certificate or its equivalent, pay the tuition fees, and personally register for the courses before the university's specified deadline and before the seats in the offered courses are filled.
• Please note that the scholarship application process is separate from the admission process and starts once you have been admitted. For more information, please visit the dedicated "Scholarships" section below.
• In order to guarantee that the needed support can be provided by PSU, applicants who have any kind of disabilities or special needs, before applying for admission, must get written approval from the Vice president for academic affairs that they can be admitted and that PSU can provide the needed support.
• In line with the new Undergraduate Study and Examinations regulations, the academic schedule for the first semester of next year will include a number of courses that will be taught remotely (online), and their exams will be conducted in person. These courses will be indicated as '(online)' in the field designated for the classroom location. Students who wish to register for one of the online courses must ensure they leave sufficient time between the end of their last in-person lecture and the start of their first online lecture, and vice versa. This will allow them to participate comfortably and from a suitable location for the remotely taught course.
• Submitting an application does not guarantee admission to PSU. Admission decisions are based on the availability of seats and the outcome of the selection and shortlisting process. If you are offered admission, you will be notified via SMS. If all available seats are full, your application will be placed on a waiting list. Should a seat become available, you will be contacted via SMS. However, please note that you will NOT receive a notification if your application is not selected for admission. If you do not receive an admission notification at least one week before the beginning of classes, this means your application could not be accepted.

English is the main language of instruction at PSU. While only a limited number of courses are taught in Arabic, the majority of lectures, exams, class discussions and other activities will be in English. Given this, it's important you understand what English language requirements that must be met before applying to PSU.

To be eligible for admission, applicants must satisfy one of the following criteria:

• A minimum score of 50 in the English Placement Test (EPT) administered by Qiyas.
  OR
• A minimum score of 50 in the Standardized Test of English Proficiency (STEP) administered by Qiyas.
  OR
• A minimum overall score of 31 in the TOEFL IBT.
  OR
• A minimum overall score of 4 in the Academic IELTS.
  OR
• Hold a high school diploma from an international school located in the Kingdom of Saudi Arabia.
  OR
• Hold a high school diploma from a school outside the Kingdom, provided that the language of instruction is English. In such cases, the diploma must be certified by the Ministry of Education in the Kingdom of Saudi Arabia. Certification from the Saudi Cultural Mission or the Saudi Embassy alone is insufficient.
  OR
• Be transferring from a recognized higher education institution in an English-speaking country, provided that their studies were conducted in English.

Notes:

• If none of the above criteria are met, the applicant will be accepted into the Intensive English Program (IEP), which is one semester prior to the Preparatory Year Program (PYP).
• The above-mentioned tests are valid for 2 years after the exam date.
• Tests taken remotely are not accepted.

Step 1: Prepare Required Documents

• Gather all the necessary documents for application:
• ID card (National ID card for Saudis and GCC nationals, Muqeem card for non-Saudis)
• High School Diploma.
• Equalization letter from the Ministry of Education in Saudi Arabia for a high school diploma earned outside the Kingdom of Saudi Arabia.
• English language proficiency evidence.
• Supporting documents such as the General Aptitude Test (Qudrat), or other similar tests (e.g., SAT).
• Convert each document into PDF format, ensuring that each PDF document does not exceed 1 MB in file size.

Step 2: Visit the PSU’s Online Application Portal

• Visit PSU’s Online Admission Portal at https://edugate.psu.edu.sa.
• To change the language to English, navigate to the main page and click on the "English" option located at the top right corner of the page.
• Ensure that you fill in all the required information accurately and completely in the provided fields.
• Choose your desired major. You will be allowed to select up to 4 desired majors, with the first choice being your most preferred one.
• At the end of the application, remember to upload all the necessary documents as any deficiency in them will result in delayed processing of your application.

Step 3: Pay the Application Fees

• Application fee of 500 Saudi riyals (VAT is added for non-Saudis, so it becomes 575 Saudi riyals).
• Wait until you receive an SMS message containing the invoice number. This number will be required to complete the payment process via the SADAD service.
• Use the following details to pay:
  • Biller Name: Prince Sultan University.
  • Biller Number: 283.

• Please note that the application fee is non-refundable.

Step 4: Submit Transfer Documents

If the student has previously studied at a university or college, they must complete all the previous steps and wait until they receive an SMS message containing an admission decision and a PSU university ID.

• Upon admission and receipt of the PSU university ID, the following documents must be submitted:
  • Academic transcript (official) in English.
  • Course specifications in English for all the courses you wish to have evaluated for equivalency, except for courses taught in Arabic. For Arabic courses, course specifications in Arabic are acceptable. Please note that only detailed course specifications are accepted, and very brief course descriptions will not be considered.
• Submit the required transfer documents mentioned above to the respective email addresses provided below:
  • Male applicants: m.transfer@psu.edu.sa.
  • Female applicants: f.transfer@psu.edu.sa.

Course Equalization Request Form (Female Students)

Please read the equalization by-laws (P.37-41) https://info.psu.edu.sa/RSEUL_Eng/#p=1, (including the law related to the abroad transferred University must be Approved by the Ministry of Education, https://ru.moe.gov.sa/Search), Then, if applicable, follow these steps:

STEP 1: Prepare the required documents for equalization:

1. English Official Transcript, (Note: GPA must be no less than 2 out of 4 or 3 out of 5).
2. Syllabus, or Detailed Course Description in English Language except for Arab and Islamic courses. Please note that the course description MUST be detailed, or will be denied automatically. Please ensure all the documents match with your transcript including the course code and course title. If the description is in Arabic and you have studied it in English, please provide proof from your previous university that the course is taught in English.

STEP 2: Fill out the course equalization request form; please ensure all the required files are uploaded with the correct document.

STEP 3: The equalization committee will review all submitted documents (using PSU’s bulletin) and inform the transfer unit team of the decision.

STEP 4: The transfer unit team will receive all the equalization results from the equalization committee and send them to the Deanship of Admission and Registration (DAR) for their final approval/rejection depending on the student study plan.

STEP 5: The student will be informed and the result reflected in the system.

Tuition fees are determined by the number of credit hours required for each academic program. By clicking the link below, you'll find a table displaying the current tuition fees. For the purpose of illustration, let's consider a tuition fee of 2200 Saudi riyals per credit hour as an example. Please note that there is also a VAT tax applicable to non-Saudi applicants.

To calculate the total cost of your program, multiply the number of credit hours needed for your chosen program by the tuition fee per credit hour. You can find the number of credit hours per program by visiting the Academic Majors section.

For example:

• Intensive English Program (IEP) has a total 12 credit hours. Total tuition fees = 12 credit hours × 2200 SR/credit hour = 26,400 Saudi riyals.
• Preparatory Year Program (PYP) has a total of 30 credit hours. Total tuition fees = 30 credit hours × 2200 SR/credit hour = 66,000 Saudi riyals.
• Bachelor of Science in Finance has a total of 135 credit hours. Total tuition fees = 135 credit hours × 2200 SR/credit hour = 297,000 Saudi riyals.

If a student fails a required course, they must retake the course and pay the tuition fees for that course again. Please note that this tuition fee of 2200 SR per credit hour is just an example. Applicants should always check the current tuition fees by clicking the link below.

• Does PSU follow a semester or trimester system?

PSU follows the semester system, consisting of two semesters each academic year. Each semester lasts for a minimum of fifteen weeks.

• Does PSU offer distance or online programs?

PSU does not offer distance or online programs. Students are required to be on campus for their studies.

• Will I have to study math if I get accepted into Prince Sultan University?

Most likely, if you are accepted into Prince Sultan University, you will have to study math as part of your academic program. To obtain more specific information about the math courses relevant to your chosen academic major, you can explore the study plan available on the college website at https://www.psu.edu.sa/en/academics. The study plan will outline the specific courses and requirements for your major, including any math-related subjects.

• Are high school students required to come from specific high school tracks when applying to specific programs at PSU?

No, PSU does not require high school students to come from specific high school tracks when applying to specific programs at PSU.

• Do you accept diploma holders as transfer students?

Yes, Prince Sultan University accepts diploma holders as transfer students. These applicants may use their prior diploma studies to potentially waive the Preparatory Year Program (PYP) and qualify for course equivalency for relevant university-level courses. Each case is evaluated based on the rules of transfer and course equivalency.

• Does PSU offer a (bridging) program for diploma holders to complete a bachelor’s degree?

No, Prince Sultan University does not offer a (bridging) program. However, we do accept diploma holders as transfer applicants, and each case is individually evaluated based on the rules of transfer and course equivalency to determine possible credit transfers based on prior studies.
