Policy and Procedures

Welcome to the third version of PSU Policy & Procedures Manual, a snapshot of PSU continuous efforts to organize and optimize its processes in quest of excellence and supremacy.

Since its establishment in early 2000, PSU has been creating and implementing policies that express the university philosophies and approaches to handle academic and administrative matters in the context of PSU continuous journey to fulfil its mission and achieve excellence.

The policy creation process has been transparent, incremental, pragmatic and need based. When the first official version of the manual came out in 2010, the number of compiled policies is barely above twenty. Now, 11 years later, the number of compiled policies is around 87. This clearly reflects the steady healthy growth of PSU at all levels.

The Institutional Policy Committee (IPC) is the entity responsible for PSU policy management, including creation, revision, maintenance, follow-up, and dissemination of policies.

The IPC adopts a simple clear process to facilitate creation, revision, and maintenance of policies. The policy creation and revision process is outlined in the “Policy on Policies” at the beginning of the manual.

As will be apparent from the outline, the policy creation process is democratic in the sense that policy proposals can be initiated at any level in PSU. Initiatives for creating policies may come from the top administration, colleges, departments, administrative units, and even from individuals. New policy proposals are submitted to the IPC using the appropriate forms. The IPC evaluates the need and validity of the request in consultation with the initiators and appropriate units and based on the outcome, coordinates the creation of the proposed policy. The created policy is then reviewed and raised for approval by the university council.

To simplify access and follow up, the policy manual has been organized to match as much as possible the national accrediting agency (EES-HES) quality standards. The table below summarizes the number of policies within each category at the time of printing.

To streamline the policy development and dissemination process, the IPC maintains a website on PSU Intranet that provides clear information about PSU Policy Management System, including how to create, revise and implement policies.
